A virtual regular quarterly meeting of the Metro Flood Diversion Authority/Red River Valley Alliance Technical Dispute Review Board (TDRB) was held on April 30, 2026. The following members were present: Joseph Allegro, Randy Hafer and Chris Kane.
Member(s) absent: no members were absent.
Others present: Aurielo Rodriguez, RRVA; Kevin Russell, ASN; Chris Caparalli, RRVA legal counsel; Luke Chenery, RRVA; John Shockley, MFDA legal counsel; Howard Swanson MFDA representative; Kris Bakkegard, MFDA engineering director; Maria Sanchez, RRVA, and Dawn Lindblom, MFDA recording secretary.
Meeting notice was posted on the entrance door of the Metro Flood Diversion Authority building as well as the meeting room in which the meeting was held.
1. CALL TO ORDER
Mr. Allegro called the meeting to order at 9:33 AM. TDRB members acknowledged their presence, and a quorum was present. Others in attendance also introduced themselves.
2. APPROVAL OF THE JANUARY 9, 2026, MINUTES
MOTION PASSED
Mr. Kane moved to approve the January 9, 2026, minutes and Mr. Hafer seconded the motion. On a voice vote, the motion carried.
3. APPROVE THE ORDER OF THE AGENDA
MOTION PASSED
Mr. Hafer moved to approve the order of the agenda as presented and Mr. Kane seconded the motion. On a voice vote, the motion carried.
4. PROJECT TEAMS DISCUSSIONS
a. Current Work Progress Status
Mr. Shockley reported on the progress that has been achieved since the January 2026 meeting.
Ongoing work activities
Diversion Channel (14 Reaches)
- Work has progressed on the Diversion Channel and is approximately 84% Complete

Roadway Bridges (16 Bridges)
- Work has progressed on the Roadway Bridges and is approximately 84% Complete
- Thirteen (13) Bridges are complete and open to traffic (CR 4/31, CR 81, I-29 NB & SB, CR 32, CR 22,
CR 20, CR10, I-94 WB & EB, 38th St, 32nd Ave, CR 16/17 (temporary condition)
BNSF Bridges (3 Bridges)
- The BNSF Bridges are complete and open to train traffic
Maple River and Sheyenne River Aqueducts
- The combined Work has progressed on the Aqueducts and is approximately 75% Complete
Hydraulic Structures (Drain Inlets etc.)
- Work has progressed on the Hydraulic Structures and is approximately 93% Complete
Utilities
- Work has progressed on the Utilities and is approximately 98% Complete
Authority Administration Building (AAB)
- Work has progressed on the AAB and is approximately 51% Complete
Schedule Status
Project Substantial Completion
- Scheduled for October 2026
Project Final Completion
- Scheduled for March 2027
Mr. Shockley also reported on the Safety, Quality, Payment and Review aspects of the project. A drone video was viewed which highlighted the progress as of April 2026.
5. ADMINISTRATIVE
a. Next Meeting
The next meeting will be in-person at the MFDA office in Fargo on July 7, 2026. Diversion Authority staff and RRVA will coordinate a tour of the Project.
b. Other
Mr. Allegro inquired if there are any pending claims and Mr. Shockley reported that there are no pending claims and noted that the TDRB will be in place through the concession period, including O&M.
