Planning Committee Meeting – October 10, 2023

A meeting of the Metro Flood Diversion Authority Planning Committee was held on October 10, 2023. The following members were present: Dr. Tim Mahoney, Mayor, City of Fargo; Kevin Campbell, Clay County Commissioner; Shelly Carlson, Mayor, City of Moorhead; Bernie Dardis, Mayor, City of West Fargo and Rodger Olson, Cass County Joint Water Resource District.

Member(s) absent: Mary Scherling, Cass County Commissioner.

1. CALL TO ORDER

Mayor Mahoney called the meeting to order at 12:59 PM. Roll call was taken, and a quorum was present.

2. APPROVAL OF MINUTES FROM AUGUST AND SEPTEMBER 2023

MOTION PASSED

Mayor Carlson moved to approve the minutes from the August and September 2023 meetings and Mayor Dardis seconded the motion. On a voice vote, the motion carried.

3. APPROVE ORDER OF AGENDA

MOTION PASSED

Mr. Campbell moved to approve the order of the agenda and Mayor Dardis seconded the motion. On a voice vote, the motion carried.

4. DISPOSAL OF ABANDONED RAIL PROPERTY & CHS ELEVATOR PROPERTY

Mr. Paulsen introduced the purchase agreement between the Metro Flood Diversion Authority, Cass County Joint Water Resource District, and the City of Horace. The committee engaged in dialogue and potential scenarios.

MOTION PASSED

Mr. Campbell motioned to amend the purchase agreement to include a statement indicating the potential for profit sharing between all the entities and Mayor Dardis seconded the motion. On a voice vote, the motion carried.

5. AAB DISCUSSION

Mr. Paulsen provided a rendering of the AAB building. The DA continues to work with RRVA to define the parameters and the anticipated completion date is late 2025.

6. OTHER BUSINESS

There was no other business to report.

The next meeting will be November 7, 2023.
