MFDA Lands Management Committee Meeting – September 23, 2026

A meeting of the Metro Flood Diversion Authority Land Management Committee was held on September 23, 2026. The following members were present: Duane Breitling, Cass County Commissioner; Bob Zimmerman, Director of Engineering, City of Moorhead; Nathan Boerboom, Fargo Division Engineer; Tim Flakoll, Cass County Commissioner; Kevin Campbell, Clay County Commissioner; Jenny Mongeau, Clay County Commissioner and Deb White, Moorhead City Council.

Member(s) absent: Michelle Turnberg, Fargo City Commissioner; Matt Stamness, Cass County Engineer and Jake Gust, Cass County Joint Water Resource District;

1. CALL TO ORDER

Mr. Breitling called the meeting to order at 3:00 PM, roll call was taken and a quorum was present.

2. APPROVE THE MINUTES FROM THE JULY 2026 MEETING

MOTION PASSED

Ms. White moved to approve the minutes from July 2026, and Mr. Flakoll seconded the motion. On a voice vote, the motion carried.

3. APPROVE THE ORDER OF THE AGENDA

MOTION PASSED

Mr. Campbell moved to approve the order of the agenda as presented and Ms. White seconded the motion. On a voice vote, the motion carried.

4. OIN 1834 SALE OF EXCESS LAND RECOMMENDATION

Mr. Fisher introduced OIN 1834. OIN 1834 is in Minnesota on the corner of 180th Ave South and 37th Street South in the Upstream Mitigation Area. There are approximately 3 acres of irregularly shaped tillable land as part of this parcel. The proposed sale price is $52,000, based on $5,500/acre for flowage easement encumbered recreational land, considering the tillable acres on this parcel are small and irregularly shaped. An offer of $41,000 has been received and it is recommended that the offer be accepted.

MOTION PASSED

Ms. White moved to recommend that the $41,000 offer be accepted, and Ms. Mongeau seconded the motion. On a roll call vote, the motion carried.

5. OIN 1890 SALE OF EXCESS LAND RECOMMENDATION

Mr. Fisher introduced OIN1890. OIN 1890 is in North Dakota along 53rd Street SE in the Upstream Mitigation Area associated with the Comprehensive Project. This parcel is approximately 29 acres. The proposed sale price is $199,000, based on $6,900/acre for flowage easement encumbered tillable acreage in Cass County. An offer for $152,250 has been received and it is recommended that the offer be accepted.

MOTION PASSED

Ms. Mongeau moved to recommend that the $152,250 offer be accepted, and Mr. Flakoll seconded the motion. On a roll call vote, the motion carried.

6. HORACE ELEVATOR SALE RECOMMENDATION

Two offers have been received on the Horace Elevator. The highest offer is $130,000, and it is recommended that the offer be accepted.

Mr. Campbell moved to recommend that the $130,000 offer be accepted, and Mr. Zimmerman seconded the motion. On a roll call vote, the motion carried.

There was no other business to discuss.
