Justin Fisher, of West Fargo, North Dakota, joined the Metro Flood Diversion Authority as its director of lands and compliance in June 2025.

Prior to this role, he worked for multiple federal agencies, to include the USDA’s Natural Resources Conservation Service, U.S. Army Corps of Engineers and, most recently, the U.S. Department of Energy. Throughout these different roles, he has gained an extensive background in land management, real estate, and environmental compliance.

Fisher enlisted in the North Dakota Army National Guard in 1999 and served for more than nine years with Bravo Company 141st Engineer Combat Battalion and the 817th Engineers (Sappers), both out of Jamestown, North Dakota. He served two overseas deployments to Iraq and has numerous awards and badges, to include the Bronze Star Medal, Purple Heart Medal, Army Commendation Medal, Army Achievement Medal, and Combat Action Badge.

Fisher earned a bachelor’s degree in zoology from North Dakota State University, master’s degrees in project management and public administration from Colorado Technical University, and a Ph.D. in environmental and conservation sciences from North Dakota State University. He also is a certified project management professional.
