Fargo Moorhead Diversion Project Monthly Update

1 Diversion Inlet Structure Construction (see attached)

  • Structure includes 3-50 ft. wide Tainter gates. The current construction completion date is 7 June 2023. Anticipated remaining schedule:
    • 2020: Foundations/site work, control structure, dam walls.
    • 2021: Concrete piers/abutments, control building.
    • 2022: Install bridge deck, gates, and operating machinery.
    • 2023: Paint gates, seed.
    • 2024: Turf established.

2 Wild Rice River Structure Construction (see attached)

  • Structure includes 2-40 ft. wide Tainter gates. The required construction completion date is 22 October 2023. Anticipated schedule:
    • 2020: Foundations/site work, control structure, approach walls, dam embankment.
    • 2021: Dam walls, control building, dam embankment.
    • 2022: Control building, dam embankment.
    • 2023: Complete excavation, dam embankment, seed.
    • 2024: Complete gate installation. Turf established.

3 Red River Structure Design

  • Structure includes 3-50 ft. wide Tainter gates. Physical model (1:40 scale) testing is complete and the final report is due October 2020. The design remains on schedule. The 65% review is by the DA is scheduled to begin in October 2020. Final plans and specs are scheduled to be completed in September 2021.

4 Southern Embankment – Reach SE-1 (Western Tieback)

  • The 95% design for the Western Tieback will be provided for DA review on 27 July 2020. Final plans and specs are delayed and now scheduled to be available October 2020. Construction contract award is scheduled for 3rd quarter FY21 due to land acquisition.

5 Southern Embankment – Reach SE-2A

  • Detailed design is proceeding. The 35% design review by the DA is scheduled for September 2020 and we anticipate having final plans and specifications by November 2021. Rock Island District is assisting with design for Reaches SE-2A, SE-2B and SE-4.
    6 I-29 Raise Design
  • Being designed by Houston Moore Group (HMG) and constructed by the Corps. The final review is scheduled to begin 10 September 2020. Final plans and specifications are scheduled to be available late September-October 2020. Award of a construction contract is anticipated in 2nd quarter FY21.

7 Drain 27 Wetland Mitigation Project Design

  • The 35% design review is scheduled to begin in August 2020. An Environmental Assessment was issued for a 30-day public comment period ending 3 Aug 2020; comments are being evaluated and responses prepared.

8 Geomorphology Surveys

  • The final round of pre-project surveys is scheduled to begin Fall 2020.

SCOPE

This work is part of the Fargo Moorhead Metro Area Flood Risk Management Project. The work includes all plant, labor, and materials to construct a gated control structure that will control the amount of water that enters the diversion channel from the upstream staging area. Features include steel piling, mass concrete, three 50-foot wide tainter gates, a parabolic spillway, stilling basin, abutment walls, and dam walls to tie the structure to the dam embankments, a vehicle service bridge across the top of the dam walls and across the structure, a mechanical platform and a control building. The work also includes approximately one thousand feet of diversion and connecting channel and dam embankments.

RECENT PROGRESS LAST 30 DAYS

The Contractor has completed H-pile for the Control Structure and left and right dam wall foundations. Ongoing work includes forming for the left dam wall panels with concrete placement tentatively scheduled for the week of 24 August 2020. The 24 August concrete placement is for half of the approach apron to the control structure, is approximately 95 feet long, 45 feet wide, 4 feet thick and requires 500 cy of concrete (50 truckloads).

ANTICIPATED NEXT 30 DAYS

Constructing/backfilling the control structure and dam walls is ongoing and will continue for the next 30 days and beyond. Forming, placing, and curing the control structure slabs and a portion of the left and right dam wall panels will occur over the next month. A total of approximately 2,200+ cubic yards of concrete will be placed.

SCOPE

This work is part of the Fargo Moorhead Metro Area Flood Risk Management project. The work includes, but is not limited to, providing all plant, labor and materials to construct a gated water control structure. Features include two 40 foot wide tainter gates, dam walls, a vehicle service bridge, stilling basin, pre-formed scour hole, approach apron, a slope protection slab, approach walls, a control building, access roads and approximately 2,000 feet of engineered channel.

RECENT PROGRESS LAST 30 DAYS

The Contractor continued to excavate for the channel and structure. The contractor began the structural foundation work on 18 August 2020 with the driving of the first pipe pile for the approach apron walls. Each pipe pile is 24” in diameter and will be driven 60’ into the earth. Pile driving for the structure will occur through Spring 2022.

ANTICIPATED NEXT 30 DAYS

The Contractor will continue to drive pile for the approach apron and approach apron walls. Driving of sheet pile for the control structure will begin in late August and extend into September. Sheet pile prevents seepage through the structure.
