Virtual & In-Person Meeting
The Diversion Authority Public Outreach Committee met in-person and virtually on Wednesday, August 26, 2020. The following committee members were present: Rodger Olson, Cass County Joint Water Resource District; Kevin Campbell, Clay County Commissioner; Jake Gust, Cass County Joint Water Resource District; Shelly Carlson, Moorhead City Council Member and Ken Pawluk, Cass County Commissioner.
The following committee members were absent: Bernie Dardis, Mayor City of West Fargo; Rick Steen, Cass County Commissioner; Grant Weyland, Clay County Commissioner; Gerald VanAmburg, BRRW Manager; John Strand, Fargo City Commissioner and Katie Mastel, Fargo Moorhead West Fargo Chambers.
Others present: Joel Paulsen, FMDA Executive Director; Eric Dodds, Sadie Moen, Tammy Jo Taft and Rocky Schneider, Advanced Engineering and Environmental Services, Inc., Peggy Harter and Paul Barthel, Jacobs.
The meeting was called to order by Mr. Olson at 2:00 p.m.
Approval of minutes
A quorum was not present; the minutes from July 22, 2020, will be on the September agenda for approval.
ND Legislative – Cass County Caucus
Executive Director Paulsen and Mr. Schneider attended the Cass County Legislative Caucus regarding water funding. The next legislative session will begin in January 2021.
Senator Hoeven was in Fargo on August 25 to tour the Diversion Inlet construction site. Fifty trucks of concrete were poured that day.
Representative Armstrong was in Fargo to visit the Diversion Authority. Executive Director Paulsen provided him an update on the current financial and overall Project status.
Keeler Town Hall
Executive Director Paulsen attended the Keeler Town Hall meeting on August 18 to provide the group an update on the Project status.
Upon approval of the CLOMR, the maps and information packets will go out to the affected property owners along with a letter from the Diversion Authority. Final approval of the CLOMR is anticipated within the next two weeks.
Drain 27 Recap
Two virtual public meetings have been held and there has been good participation with a lot of good feedback. One in-person meeting was held in August.
Meetings with Townships
Executive Director Paulsen and Kris Bakkegard have been making visits to townships to discuss road closures, provide Project status updates and discuss the MOUs.
A DRAFT copy of the Communications Plan was provided. New ideas and helpful feedback were provided by the ten focus groups. The Plan Summary identifies target audiences, communications goals and methods for connecting with audiences. Please provide any additional feedback to Rocky and/or Tammy Jo.
Mr. Gust suggested that a billboard containing a pie chart be placed on Main Avenue or the I 29/94 interchange location.
Ms. Carlson commented that a Facebook page will be beneficial for exposure.

Mr. Schneider reported that there has been a slight increase in viewership from the prior month and he also added that a LinkedIn page has been created.

ND Water Topics Overview Committee
NDWTOC will be meeting in Fargo on September 23-24. Everyone is encouraged to attend as their calendars permit.
Construction Video Updates
Two videos were watched showing the August 25th concrete pour at the Diversion Inlet and the Wild Rice River Control Structure construction.
Mr. Pawluk made a motion to adjourn the meeting and Ms. Carlson seconded the motion. Motion carried.
