Public Outreach Meeting Minutes
A virtual meeting of the Metro Flood Diversion Authority Public Outreach Committee was held on April 21, 2021. The following members were present: Bernie Dardis, Mayor, City of West Fargo; David Ebinger, Clay County Commissioner; Jake Gust, Cass County Joint Water Resource District; Katie Mastel, Fargo Moorhead West Fargo Chambers; Jim Kapitan, Cass County Commissioner; Kevin Campbell, Clay County Commissioner; Rick Steen, Cass County Commissioner; Rodger Olson, Cass County Joint Water Resource District and Shelly Carlson, Mayor, City of Moorhead.
Members absent: Gerald VanAmburg, BRRW Manager and John Strand, Fargo City Commissioner.
1. MEETING TO ORDER
Mr. Olson called the meeting to order at 2 PM. Roll call was taken, and a quorum was present.
2. APPROVAL OF MINUTES FROM MARCH 2021 MEETING MOTION PASSED
Mr. Campbell moved to approve the minutes from March 2021 as presented and Ms. Mastel seconded the motion. Motion carried.
3. APPROVE ORDER OF AGENDA
Mr. Steen moved to approve the order of the agenda and Mr. Gust seconded the motion. Motion carried.
Logo option #2, FM AREA DIVERSION, was the winner of the logo naming. Mr. Olson made a recommendation to approve the new logo that was selected by the Public Outreach Committee.
Mayor Carlson moved to approve the new logo and Mayor Dardis seconded the motion. On a roll call vote, the motion carried.
Dr. Mahoney inquired as to who voted and what the process was. Ms. Darling indicated that Ms. Lindblom sent an email to the Public Outreach Committee asking them to submit their top two choices to her and she tallied the votes.
5. APRIL 9, 2021 PRESS CONFERENCE
Ms. Darling reported that the press conference was well received, and she also received good feedback from the media. A short reel was shown, showcasing the conference highlights.
6. LEGISLATIVE UPDATE
Mr. Paulsen traveled to Bismarck for the signing of House Bill 1431. This bill authorizes the Public Finance Agency to issue bonds of $435 million to support the FM Area Diversion Project.
7. NEW LANDING PAGE FOR WEBSITE
A lot of attention has been focused on the website in recent days. We are currently in the process of updating the home page and the intent is to redevelop the entire website in coming months.
Mr. Olson asked how it will be updated so that it is current with all of the activity that will soon be underway. Ms. Darling stated that updates and alerts will be posted at the top of the home page. Mr. Barthel commented that the P3 developer will have their own design staff that will work with Ms. Darling on the website to ensure that it is kept current.
Ms. Mastel commented that she likes the statistics and new photos on the site.
Mr. Olson also commented that communication to the community needs to be informational and timely.
8. NEXT MEETING
The next meeting will be held on May 26, 2021.
Mr. Steen moved, and Mr. Kapitan seconded to adjourn. The meeting adjourned at 2:26 PM.
