<p class="wp-block-paragraph"><strong>FARGO, N.D.</strong> – Due to issues that arose during the paving of the roadway approaches, the current closure of County Road 17, south of Horace, is being extended through June 12. This date remains dependent on weather conditions which may affect work. </p>



<p class="wp-block-paragraph">The closure begins on the north side of CR 16 and extends north to 112<sup>th</sup>&nbsp;Ave S. During this closure, ASN Constructors is paving the roadway approaches on each end of the new bridge. We apologize for the inconvenience the additional days of closure may cause.</p>



<p class="wp-block-paragraph">A clearly signed detour remains in place, routing traffic around the closure using County Road 14, County Road 21 and County Road 16.</p>



<p class="wp-block-paragraph">The public is asked to allow extra time to navigate the detour and remain alert to changing travel patterns.&nbsp;</p>

<p class="wp-block-paragraph"><strong>FARGO, N.D.</strong> – Another milestone has been met on the stormwater diversion channel portion of the FM Area Diversion project. Construction of the first railroad bridge over the stormwater diversion channel is complete and has been put in service. The first BNSF Railway train traversed the new bridge on Wednesday, October 22, 2025. </p>



<p class="wp-block-paragraph">The railroad bridge is parallel to Interstate 29 and County Road 81 between Harwood and Argusville, north of Fargo, ND. There are four separate bridges spanning the stormwater diversion channel in this area.&nbsp;</p>



<p class="wp-block-paragraph">The bridge measures 405 feet in length. Construction began in the summer of 2023 to construct a temporary track called a shoofly where trains operate until the new bridge is constructed. Work began on the bridge structure in 2024 and was completed by ASN Constructors and Kramer North America in partnership with BNSF, which constructed the track. BNSF will own and maintain the railroad bridge.</p>



<p class="wp-block-paragraph">“We are excited to celebrate this milestone of opening the first rail bridge, bringing us another step closer to flood protection for the community,” shared Luke Chenery, RRVA CEO. “The partnership with BNSF is crucial to completing this work and maintaining rail traffic so our work didn’t interfere with their business.”</p>



<p class="wp-block-paragraph">“We appreciate working with RRVA and their efforts to ensure we continue serving our North Dakota customers while also partnering long-term to aid in flood protection for the community,” said Steve Lyne, Division Engineer, BNSF Railway.</p>

        <p style="margin-top: 0;"><strong>Jeremy Fenske:</strong> [00:00:13] Hi, I&#8217;m Jeremy Fenske. I&#8217;m superintendent of the Aqueduct for ASN Constructors. As a superintendent, you run the daily operations of the job site. I would run all of your subcontractors, all the employees, you know, making sure that your foremen know what they&#8217;re doing, making sure that we&#8217;re getting the materials here on site that we need.</p>
        
        <p>[00:00:39] Ordering concrete, meetings&#8230; let my higher-ups and the owners know what&#8217;s going on, what&#8217;s needed, passing on information to the designer, stuff like that.</p>
        
        <p>[00:00:51] So I would say the biggest challenge out here with the aqueduct would be probably piecing everything together. Just making sure everything&#8217;s on schedule, dealing with the subcontractors, dealing with the materials, dealing with if something don&#8217;t work out with the design of the project, getting relaying that to the designer. Pretty much just running the whole day-to-day operation. I mean, when you have 100 people out here, it gets to be a rat race.</p>
        
        <p>[00:01:25] So the weather out here has a lot to do with the construction. If we get rain, it gets too muddy. The clay can&#8217;t get concrete trucks in here. I know Chicago is known as the windy city, but Fargo is definitely windy. And when you get wind that&#8217;s 30 mph you can&#8217;t run the cranes, you can&#8217;t run man lifts, certain equipment. So that becomes a challenge.</p>
        
        <p>[00:01:52] What makes it unique is the heat and elements running through it. You&#8217;ve got the gates, you got a mechanical gate, you got a mechanical gate on the spillway. It&#8217;s the amount of concrete that you&#8217;re putting into it. It&#8217;s the size of the hole that you&#8217;re dealing with. There&#8217;s never been anything like this built in the United States before.</p>
        
        <p>[00:02:14] I have had experience with flooding. Down in Virginia we had a couple hurricanes come through. Literally my house that I was living in in Virginia, the road was four feet underwater. We were canoeing down it.</p>
        
        <p style="margin-bottom: 0;">[00:02:29] It feels really good being able to help a community out from not having to worry about that flooding aspect as much as they would if the project wasn&#8217;t here.</p>

She loves working as a safety professional in construction and says the more women that embrace the field, the easier it will continue to be for other females to follow their dreams to a construction site.           <p style="margin-top: 0;"><strong>Brandy Leon:</strong> [00:00:14] Hi, my name is Brandy Leon and I am a safety professional here at ASN Constructors. A safety professional is a person that works alongside everybody on the job site to make sure that they go home safe at the end of the day.</p>
          <p>[00:00:25] A lot of the employees that come on site have not been introduced to this type of construction environment before, and as safety professionals we&#8217;re here to kind of guide those employees and show them of those particular dangers. Some of the particular dangers we have would be cranes lifting heavy loads overhead, working at heights, different types of tools that they use that they&#8217;re just not familiar with in this environment, and we&#8217;re here to guide and to alert them of potential issues or safety dangers that they come across.</p>
          <p>[00:00:59] I really do enjoy being a safety professional. I enjoy the policies, the procedures, but I also enjoy interacting with employees and getting to know them and their stories, and making sure that they go home to those stories that they have. When you tell somebody what you do as a safety person or safety professional, they think that you&#8217;re the bad guy or the cop on site, but it really isn&#8217;t that, and so it&#8217;s nice to talk with them and discuss it with them so that they understand what we really truly do.</p>
          <p>[00:01:32] Construction has been predominantly male-dominated, but in recent years it&#8217;s really expanded and a lot more women are coming into the field, so it doesn&#8217;t feel like it&#8217;s really male-dominated anymore. It&#8217;s a lot more accepting, and it&#8217;s been really nice to work alongside people that don&#8217;t care if I&#8217;m a female, they just want to make sure they go home.</p>
          <p>[00:01:51] The stigma of construction and male-dominated fields has sometimes hindered women, and I would say go for it. It shouldn&#8217;t be a stigma anymore, and the more women that go into the field will make it so much easier for the next generation and the next generation to go in.</p>
          <p style="margin-bottom: 0;">[00:02:11] The best parts of this job are the people, I&#8217;m not lying. It&#8217;s honestly the people out here. There&#8217;s such a variety of different people and thoughts and everything, and it&#8217;s just entertaining to talk with people and interact with them and get to know them to ensure that they do go home safe.</p>

<p class="wp-block-paragraph"><strong>FARGO, ND</strong> (December 18, 2024) – Sixty-eight individual components of the FM Area Diversion were worked on in 2024. That’s just one highlight of the year that saw more visible construction progress than ever before on flood protection infrastructure for the Fargo-Moorhead metro area.&nbsp;</p>

        <p class="wp-block-paragraph" style="margin-top: 0;"><strong>Shelly Carlson (Mayor of Moorhead, 2024 MFDA Chair):</strong> [00:00:17] Hi, I&#8217;m Shelly Carlson, the mayor of Moorhead and 2024 chair of the Metro Flood Diversion Authority board. I had the honor and privilege of serving in this role three years ago when we were awarded the remaining federal dollars that were needed to complete the project. With that part done, construction started moving forward. This past year, more visible progress on the FM Area Diversion was made than ever before.</p>
        
        <p><strong>Chris Bigaard (MFDA Director of Engineering):</strong> [00:00:58] Good to see you again, Major Voege, and congratulations on your recent promotion. As we&#8217;re wrapping up our big construction year of 2024, noticing that there&#8217;s been great progress on the Diversion Inlet Structure, Wild Rice Structure looks like they&#8217;re nearing completion&#8230; also lots of progress on the Red River Structure. Could you give us a quick recap of how construction&#8217;s gone on those three big structures this past year?</p>
        
        <p><strong>Major Kyle Voege (USACE Resident Engineer):</strong> [00:01:21] Yep, the Diversion Inlet and the Wild Rice are nearly complete; we&#8217;ll be wrapping those up in the spring. The Red River Structure we just hit 70% complete. We&#8217;ve already placed 42,000 cubic yards of concrete, which is more concrete than the other two structures combined. We&#8217;ve placed this year 850,000 cubic yards of embankment.</p>

        <p><strong>Major Kyle Voege:</strong> [00:02:16] Within our program here, we have two more embankment projects that are out for bid right now. Red River Structure, we should be diverting the Red River through the structure come July-August time frame. We&#8217;ll also be placing bridge decks&#8230; we have 16 miles of pile driven out of the 21, so the last portion of piles will be driven into the ground under the Red River Structure.</p>

        <p><strong>Shelly Carlson:</strong> [00:03:09] In addition to the great work done by the Corps and its contractors, our P3 developer, the Red River Valley Alliance, also has been busy building their portions. ASN Constructors, which is RRVA&#8217;s construction arm, worked on more than two dozen components of the diversion this year.</p>

        <p><strong>Tom Fuchs (MFDA Senior Construction Manager):</strong> [00:03:31] Thanks for joining me today, Katrina. Tell us a little bit—2024 was a big year obviously. We saw all 19 channel crossings under construction at different stages. Tell us a little bit about how ASN Constructors was up to that task.</p>

        <p><strong>Katrina Nibourg (Channel Manager, ASN Constructors):</strong> [00:03:52] Yeah absolutely. 2024 was a great year for the project. We&#8217;re currently working the entire 30 miles all the way from reach 1 to reach 14, doing channel construction, bridge construction, roads, aqueducts, utilities, all that work altogether.</p>

        <p><strong>Katrina Nibourg:</strong> [00:04:42] The aqueducts are some of the coolest parts of this project. The Maple is well underway with lots of concrete work being done this summer. As we get more into 2025, we&#8217;ll finish the aqueducts and then we&#8217;ll have to plug the existing river, divert it into the aqueduct, and then go on with the challenge of having to dig the channel through the old river.</p>

        <p><strong>Shelly Carlson:</strong> [00:05:55] There&#8217;s a lot more work happening on the diversion beyond the major construction. Our Land Management team has worked to acquire properties and develop mitigation programs.</p>

        <p><strong>Madeline Dahl (MFDA Land Specialist):</strong> [00:06:11] Good morning, Jody. We have had such a busy 2024 in Land Management. Can you give us a little bit of a glimpse of what we&#8217;ve been doing the last year?</p>

        <p><strong>Jody Smith (MFDA Director of Lands and Compliance):</strong> [00:06:19] You know we&#8217;ve been really busy acquiring all the necessary property rights to operate the project. So this year alone, we&#8217;ll close on almost 120 parcels, which takes a significant amount of work. For every tree that we have to cut down, we have to go back in and plant trees&#8230; this past year alone we&#8217;ve been working to either plant or get the sites ready to plant in 2025 on over 300 acres.</p>

        <p><strong>Tony Grindberg (Cass County Commissioner, MFDA Board 2024 Vice-Chairman):</strong> [00:07:52] It&#8217;s been great watching this year&#8217;s progress. Mayor Carlson provided capable leadership this year, and our engineers, designers, environmental experts, laborers, heavy equipment operators, and many more have made all the progress we&#8217;ve just seen. <p class="wp-block-paragraph"><strong>Shelly Carlson (Mayor of Moorhead, 2024 MFDA Chair):</strong> [00:00:17] Hi, I&#8217;m Shelly Carlson, the mayor of Moorhead and 2024 chair of the Metro Flood Diversion Authority board. I had the honor and privilege of serving in this role three years ago when we were awarded the remaining federal dollars that were needed to complete the project. With that part done, construction started moving forward. This past year, more visible progress on the FM Area Diversion was made than ever before.</p>



<p class="wp-block-paragraph">“It’s been an honor and privilege to lead the MFDA Board again this year,” said 2024 MFDA Board Chairwoman Mayor Shelly Carlson, who also chaired the Board in 2021. “It’s absolutely incredible to see all the progress that’s been made, and it’s exciting to witness history in the making as we move closer each day to permanent, rather than temporary, flood-control measures.”&nbsp;&nbsp;</p>



<p class="wp-block-paragraph">The public-private partnership developer on the project, the Red River Valley Alliance, saw its design and construction arm, <a class="acc-blue-link" href="http://www.asnconstructors.com/" target="_blank" rel="noreferrer noopener">ASN Constructors</a>, complete significant construction. The group excavated roughly 28 million cubic yards of material, which would be enough to fill the Fargodome 13 times.&nbsp;&nbsp;</p>

<p class="wp-block-paragraph">ASN also drove 24 miles of piling and placed more than 23,000 cubic yards of concrete to support structures along the 30-mile stormwater diversion channel. Completing all that work involved logging more than 316,000 machinery hours and <a class="acc-blue-link" href="https://youtu.be/yiTXT-2ghZA" target="_blank" rel="noreferrer noopener">collecting more than 80 terabytes of drone survey data</a>. For context, that would be equivalent to making a music playlist that’s more than 153 years long.&nbsp;</p>

<p class="wp-block-paragraph">Another key partner in building permanent, reliable flood protection is the <a class="acc-blue-link" href="https://www.mvp.usace.army.mil/" target="_blank" rel="noreferrer noopener">U.S. Army Corps of Engineers St. Paul District</a>. Their contractors placed roughly 42,000 cubic yards of concrete at the Red River Structure this year. While RRS, the largest of the three structures, is at 70% completion, the amount of concrete used already exceeds that of the other two structures – the Wild Rice River Structure and Diversion Inlet Structure – combined. They also drove 16 miles of piling to anchor the structure this year, with another five miles needing to be driven next year. Later next summer, the Red River will be rerouted to flow through the structure, which is a highly anticipated milestone for the project.&nbsp;&nbsp;</p>



<p class="wp-block-paragraph">Corps contractors also worked on reaches of the southern embankment and the Oxbow-Hickson-Bakke Levee. About 850,000 cubic yards were excavated on these earthen embankments in 2024.&nbsp;&nbsp;</p>

<p class="wp-block-paragraph">Additionally, a Corps contractor placed 800 boulders to form a rock rapids in place of the outdated Drayton Dam. This allows for uninterrupted fish passage along the entire length of the Red River of the North within the United States.&nbsp;&nbsp;</p>



<p class="wp-block-paragraph">The Cities of Fargo and Moorhead as well as Cass County and Clay County have been important partners in ensuring future flood protection, as well. Much of the city work has been completed, but this year still saw construction on six stormwater lift stations.&nbsp;&nbsp;</p>



<p class="wp-block-paragraph">“It’s been great watching the progress made this year by everyone from heavy equipment operators to engineers,” said Cass County Commissioner Tony Grindberg, MFDA Board 2024 vice-chairman. “I’m proud to have taken the lead on crafting legislation to fund the project as a state senator in 2013. Now, just over a decade later, things have come full circle for me. I’m looking forward to leading the MFDA Board in 2025, when we’ll be focused on pushing some components to the finish line and preparing for operations and maintenance on completed components.”  &nbsp;</p>

<p class="wp-block-paragraph"><strong>FARGO, ND</strong> – Construction of the FM Area Diversion will close a portion of 38<sup>th</sup> Street SE between 38<sup>th</sup> Street W and 166<sup>th</sup> Street W in West Fargo on September 30, 2024. The closure, which could last through Tuesday, October 1, 2024, is necessary to install a culvert across the existing roadway.  </p>



<p class="wp-block-paragraph">During work, motorists will need to use an alternate route around the work zone. While a detour route will not be set for this short duration closure, both 40<sup>th</sup> Street SE south of the work zone and I-94 north of the work zone will be available to travel around the closure. These east-west routes can be reached via 38<sup>th</sup> Street W, east of the work zone, and County Road 15, west of the work zone.</p>

<p class="wp-block-paragraph"><strong>FARGO, N.D</strong>. – Beginning Monday, August 26, 2024, the left lane of the westbound bypass will be reduced to a width of 14 feet. The westbound bypass begins at Exit 342 in West Fargo. This lane width reduction will be in effect through August 27. Speeds on the bypass are reduced to 55 miles per hour.&nbsp;&nbsp;</p>



<p class="wp-block-paragraph">Currently, the right lane of the westbound bypass is closed to traffic. Both lanes are expected to open to traffic by mid-September.&nbsp;&nbsp;</p>



<p class="wp-block-paragraph">Single lane closures in the eastbound bypass lanes will continue through October 31, 2024, to accommodate bridge construction. After this date, both lanes of the eastbound bypass will open to traffic.&nbsp;&nbsp;</p>



<p class="wp-block-paragraph">Both westbound and eastbound bypasses will be in use until the bridge construction is complete, expected in late 2025.&nbsp;&nbsp;</p>

<p class="wp-block-paragraph">FARGO, N.D. – Originally planned to open on Sunday, the westbound on-ramp to I-94 and eastbound off-ramp from I-94 at Exit 342/Raymond Interchange openings have been delayed. Crews are working to have the westbound on-ramp and Weigh Station open on Tuesday, June 18, and eastbound off-ramp on Thursday, June 20.</p>



<p class="wp-block-paragraph">Existing detours will remain in effect. Traffic that would normally use the on-ramp to access westbound I-94 at the Raymond Interchange will need to follow the marked detour route north of I-94 by traveling west on County Road 10 to County Road 15 to the on-ramp.</p>



<p class="wp-block-paragraph">Eastbound I-94 traffic that would normally use the off-ramp at Exit 342 will be directed to exit prior at County Road 15/Exit 340 and follow the marked detour route north of I-94 by traveling north on County Road 15, then east on County Road 10 to 38th Street NW.</p>



<p class="wp-block-paragraph">During these ramp closures the I-94 WB Weigh Station will also be closed.</p>



<p class="wp-block-paragraph">Motorists are asked to exercise caution and patience in the construction area during this closure and allow for additional travel time the detours may cause.</p>

<p class="wp-block-paragraph"><strong>FARGO, N.D.</strong> – Construction is progressing on the I-94 bypass lanes west of West Fargo.
