Joint Powers Agreement
The Joint Powers Agreement was signed in 2011 to secure long-term and comprehensive flood risk reduction for the Fargo-Moorhead Metropolitan Area and to promote accountable governance, provide for the construction of the Fargo-Moorhead Diversion Project, encourage Member Entities’ participation, and to foster a sense of community. The JPA also establishes procedures and governing structure.
