Public Outreach Meeting Minutes
A virtual meeting of the Diversion Authority Public Outreach Committee was held on October 21, 2020. The following committee members were present: Bernie Dardis, Mayor, City of West Fargo; Rodger Olson, Cass County Joint Water Resource District; Jake Gust, Cass County Joint Water Resource District; Shelly Carlson, Moorhead City Council Member; Ken Pawluk, Cass County Commissioner; Rick Steen, Cass County Commissioner and Katie Mastel, Fargo Moorhead West Fargo Chambers.
The following committee members were absent: Gerald VanAmburg, BRRW Manager; Kevin Campbell, Clay County Commissioner; Grant Weyland, Clay County Commissioner and John Strand, Fargo City Commissioner.
Others present: Joel Paulsen, FMDA Executive Director; Eric Dodds, Sadie Moen, Tammy Jo Taft and Rocky Schneider, Advanced Engineering and Environmental Services, Inc.
The meeting was called to order by Mr. Steen at 2:00 pm.
APPROVAL OF MEETING MINUTES
Mayor Dardis made a motion to approve the meeting minutes from September 30, 2020 and Mr. Gust seconded the motion. Motion carried.
OUTREACH ACTIVITIES REVIEW
The Resources Trust Fund financial resources are declining due to the loss of oil revenues and they have asked recipients to defer funds as allowable. The Diversion Authority deferred $22.5 million; the current balance available with the state is $83.2 million. The 2021 legislative request is $66.5 million, which is dependent on P3 bids. The SWC approved the cost share request of $44 million.
CLOMR OUTREACH AND MAILING
The CLOMR mailing went out to 119 Minnesota property owners; 248 North Dakota property owners and 14 local government units.
Joel attended 2 meetings with the Townships.
A letter will be sent out in November to the property owners and townships that will not be impacted by the Project.
We are still on target with finalizing the communications plan in December. A new director of communications has been hired and will be providing input into the plan. Please continue to provide your input and comments.
Mr. Schneider indicated that we continue to see more activity when construction is underway. The flyovers have been popular but may be coming to an end weather dependent.

The videos were viewed as a test run and they appeared good on the screen but there are still issues with the music coming across.
WILD RICE RIVER CONCRETE POUR
There was a significant pour on Monday and another one will be underway on Wednesday. The structure is extremely large, and we will get a lot of promotion with the site being right off of the interstate.
DA BOARD TOUR
The anticipated tour for the Board has been put on hold due to the uptick in COVID cases and alternative ways are being researched.
ELECTION AND NEW ELECTED OFFICIALS
We will reach out to the newly elected officials and provide them with new updates in the months of November and December.
HOLIDAY LIGHTS DISPLAY
We will be participating in the Holiday Lights display in Lindenwood Park, incorporating more of a holiday-based theme this year.
EXECUTIVE DIRECTOR UPDATE
Mr. Paulsen was not available, so an update was not presented.
