Immediately following the meeting of the Diversion Board of Authority on May 11 at 3:30 p.m. in the Fargo City Commission Room, representatives from the Cass County Joint Water Resource District (CCJWRD) will offer a brief presentation about an upcoming Assessment Hearing on 5:30 p.m., Tuesday, June 6, at the FargoDome.
The Assessment Hearing will focus on the assessment district for the Diversion Project, also known as the FM FLOOD RISK MANAGEMENT DISTRICT NO. 1. A notice of the hearing is scheduled to be mailed Friday, May 14 to approximately 44,000 property owners within Cass and Richland County. There are no assessments on property in Richland County. The Assessment Hearing is a statutory step in the process to finalize this important financing tool that will facilitate efficient construction of the Diversion Project.
The Assessment District was approved by voters in May of 2015 and will be used to help secure financing for the Diversion Project construction. Although the Assessment District is critical for financing, the revenue from the recently extended flood-protection-related sales taxes in Cass County and Fargo will be used to pay the annual assessment debt, meaning that the CCJWRD and Project sponsors do not intended to levy actual assessments against the benefitting properties.
